Faculty Votes No Confidence in Chancellor Hyman

The unfortunate necessity to issue this resolution was supported by hundreds of faculty members across CCC’s seven campuses. Grievances include the Board’s refusal to share governing decisions with faculty, the consolidation of popular degree programs to single campuses, last year’s sudden tuition hike, and changes in registration. CCCLOC would also add to that list City Colleges’ preemptive decision to end contract negotiations with adjuncts. CCCLOC has responded by taking action with the Illinois Labor Board with whom we have filed charges of failing to bargain in good faith on the part of CCC. We will continue to fight for our members!


At a time when the District Officers of the City Colleges of Chicago are proposing and implementing sweeping changes to our District and Colleges without any meaningful demonstration of concern for faculty, student, or community concerns; the Faculty Council of the City Colleges of Chicago (FC4), the representative body of all full-time faculty, supports a Declaration of No Confidence in the present Chancellor of the City Colleges of Chicago, Cheryl Hyman. Faculty Council seeks a Chancellor who is responsive to student and faculty concerns, demonstrates a commitment to the CCC mission, respects shared governance, and comes from an educational background.

Supportive Evidence

Whereas, the supporting evidence for this vote of no confidence has been articulated, documented and presented publicly at the CCC monthly Board meetings both during the Public Participation and in the FC4 President’s Board Reports. These concerns date back to June of 2015 with no discernible attempt to address faculty concerns from the Chancellor.

Whereas, FC4 has surveyed full-time faculty to rate their overall satisfaction with the current direction of the CCCs, of 471 respondents, 72.4% are dissatisfied.

The City Colleges of Chicago Chancellor, Cheryl Hyman has:

I. Ignored repeated and well-documented requests from numerous faculty members and FC4 to provide the data, including any cost-benefit analysis, consideration of impact to students and communities, or any other rationale behind:

  1. Program consolidations and
  2. Eliminating registration one (1) full week prior to classes starting.

Both of these actions limit student and community access to high-quality programs and violate the mission of the City Colleges of Chicago.

II. Ignored repeated requests to engage in meaningful dialog with faculty and students, including but not limited to the FC4 requests for a district-wide Town Hall Meeting.

III. Ignored repeated pleadings from students to re-consider significant tuition increases where part-time and international students are disproportionately impacted causing hardships.

IV. Eliminated the entire “Academic Affairs” department at District Office and failed to replace the position of Chief Academic Officer or Provost.

Be it so resolved that based on this well-documented evidence, The Faculty Council of the City Colleges of Chicago votes No Confidence in Chancellor Hyman’s ability to govern the City Colleges of Chicago.

Faculty No Confidence Vote Targets Chancellor’s Leadership         

Months and years of discontent with the administration of City Colleges has finally reached a boiling point. Last week, the Faculty Council passed a resolution expressing no confidence in the leadership of Chancellor Cheryl Hyman. The vote was announced at the February Board of Trustees meeting. It followed 20 speakers—that’s right, 20 speakers, who were organized by the City Colleges administration to sing praises to the Chancellor.

At HWC, 93%of the full-time faculty voted in favor of a no-confidence position, and then issued the following statement:

“Last week, District Faculty Council (FC4) decided to pursue a vote of no confidence in the City College’s chief executive, Chancellor Hyman. The principle charge is, to paraphrase, the sustained and stubborn lack of shared governance between district administrators and college faculty, and that this has been the primary cause for a host of other problems, including the consolidation and relocation of academic programs, closing of programs, unfair adjunct compensation, and the unjust and uneven increases in student tuition.”

Meanwhile, the CCCLOC Executive Committee voted at its last meeting to support the full-time faculty, and to authorize a vote of no-confidence among the CCCLOC membership. A platform is being drawn up, and plans for the membership vote will be announced shortly.


Grievance Hearing Held on CCC’s Pay Denial for Ethics/FERPA Tests

A CCCLOC grievance hearing was held on February 2nd over the College’s refusal to pay part-time faculty for the time spent taking the Ethics & FERPA tests.

CCCLOC Vice-president, Cleveland Jones, presented the union’s case at the hearing, stating that City Colleges ignored the contract language and their own past practice. Jones provided documentation about a 2011 agreement between CCCLOC and CCC in which CCC acknowledged that pay for taking the ethics test was covered under the contract. That agreement reduced the pay from 1 hour to ½ hour. A ruling is expected shortly. The union also has filed a charge with the Illinois Education Labor Board over the same issue.


Union Files 2nd Unfair Labor Charge against City Colleges’ Administration

While the Labor Board investigates CCCLOC’s charge over City Colleges’ refusal to bargain, the Union has now filed a second charge with the IELRB. This charge claims that CCC has negotiated in bad faith by:

  • Making unilateral changes without giving notice and bargaining with union by eliminating payment for taking the ethics test, reducing pay for certain hard-to-fill positions; changing members pay lanes, and implementing a new evaluation policy;
  • Using delaying tactics to thwart meaningful negotiations;
  • Insisting that the union waive  its bargaining rights;
  • Regressive  bargaining;
  • Prematurely tending a “last, best” offer in lieu of continued negotiations with the union.

______________________________________________________Union Coalition Goes to Bat for CCC Students’ MAP Funding

A growing number of students here at City Colleges and around the state are threatened with having to drop out of school due to the state’s failure to release MAP (Monetary Award Program) funds. Governor Rauner is holding these and other social service funds hostage so he can try to force the legislature to take away unions’ collective bargaining rights

Last week, the City Colleges’ union alliance set up tables at all CCC campuses urging students to send postcards to Gov. Rauner demanding the release of MAP funds. It didn’t take much urging. Students swarmed around the tables to sign postcards.

All told, there have been 16,000 postcards collected and they will be delivered to Gov. Rauner on February 16th.


Other news

The union continues its fight for 18 CCC retirees who were terminated from their part-time teaching jobs last year because of the new law for  SURS annuitants. The arbitrator ruled in the union’s favor, but City Colleges is refusing to implement the award. The union has now filed a charge with the state Labor Board.

An arbitration hearing is set for April 27 in the termination of Rudolph Henry. Mr. Henry is a long-time adjunct who has also dedicated many hours to instructing young African Americans how to swim.
